Normally Government of Nepal give very limited permits to hunt for the year. You may aware we are getting 19-23 blue sheep and 14 Himalayan Tahr permits to hunt fall and spring season in Dhorpatan Hunting Reserve.
Nepal is physically demanding and hunters need to be able to climb up to 5500 meters high for blue sheep and 3000-4000 for tahr.
Hunting season:

Fall: Beginning of October to end of November
Spring: first week of March to end of April.
